Heilongjiang Administration of Foreign Experts Affairs (hereafter referred to as HAFEA) is a department in charge of the introduction of international expertise, which is under the administration of

Heilongjiang Provincial Government. It is mainly responsible for the
administration of introducing foreign personnel and experts and of overseas training for personnel from various fields of the province such as industrial and commercial enterprises, economicmanagement departments.

The introduction of international expertise persists in setting out from the actual conditionof the province, with economic construction as the central task, especially emphasizing the close combination of introduced programs with the economic and scientific development ofthe province. It has achieved satisfactory outcome and produced considerable economic  and social benefits, and contributed to the improvement of industrial and agricultural productionlevel, scientific and research level and management standard of the province. In particular, the experiences in some agricultural programs were appreciated by the state, which the state and SAFEA officials spoke highly of many times. The officials in charge of the introductionof international expertise in Heilongjiang Provincial Government attended the national conferences introducing the experiences on more than one occasion, and HAFEA was awarded to be a national advanced unit for the introduction of international expertise.


At the beginning of the 21st century, the new situation at home and abroad provides favorable opportunities for the introduction ofinternational expertise.
